POSITION:                    Senior Human Resources Specialist, Current G-S05, $30,035 + FRINGE BENEFITS, (Effective 07/01/2006 – G-S06, $33,634 + FRINGE BENEFITS)

MINIMUM QUALIFICATIONS:

Education: Bachelor’s degree.

Experience: Two or more years of related experience.

Note: Any equivalent combination of acceptable education and experience which has provided the knowledge, skills and abilities cited below may be considered.

ADDITIONAL REQUIREMENTS:

¨       Negative drug test result from pre-employment drug screen;

¨       Pass extensive background check with favorable results;

¨       Successful candidate must provide proof of eligibility to work in the United States prior to employment.

 

JOB SUMMARY: Assists with the functions and activities of the Human Resources Department by performing several specialized duties, including, but not limited to, developing training programs, reviewing classification requests, writing position descriptions, scoring job applications, and performing orientation for new employees.

 

DUTIES:

¨       Manages the recruitment program for the County, to include, preparing advertisements, vacancy announcements and monitoring the advertising budget;

¨       Prepares the rating materials and EEO information for vacancies;

¨       Participates in the hiring process by scoring job applications, convening interview panels, and representing the Human Resources Department on review/interview panels;

¨       Develops and conducts employee training to include, but not limited to, new employee orientations, training on workplace harassment, diversity, etc.;

¨       Reviews and evaluates position classification requests in conjunction with Classification Committee; writes and updates position descriptions; maintains updated classification plan;

¨       Writes and updates position descriptions;

¨       Manages the LOSAP program for the County’s volunteer rescue squads, fire Departments and ALS Unit;

¨       Prepares and monitors the annual LOSAP budget;

¨       Coordinates employee leave donations and military leave requests;

¨       Performs pre-employment and orientation for new employees;

¨       Responds to employee relations issues such as employee complaints, management issues, etc. as assigned;

¨       Counsels employees and management on various human resources management policies, procedures, laws, standards and government regulations;

¨       Manages and reviews the forms and paperwork associated with Personnel Actions;

¨       Supervises the input of employee records/data into the H.T.E. system and HR Module;

¨       Manages the Employee Payroll Deduction Savings Bond Program;

¨       Conducts exit interviews for employees preparing to separate from the County;

¨       Advises employees and the general public of County Government policies and procedures;

¨       Serves as a liaison for the Department, maintaining frequent contact with the general public, elected officials, and other County agencies/departments;

¨       Submits new hire reports to the state of Maryland;

¨       Prepares the EEO-4 report for the federal and state government;

¨       Conducts a wide variety of research pertaining to departmental projects;

¨       Trains new staff;

¨       Performs other duties as assigned.

 

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: 

¨       Ability to gain thorough knowledge of St. Mary’s County Government policies and procedures;

¨       Ability to act as a representative of St. Mary’s County Government to the public;

¨       Expert knowledge of department practices and procedures and of the practices, procedures, and concepts of the assigned programs;

¨       Knowledge of general human resources functions and procedures, including interviewing prospective employees and evaluating applications;

¨       Ability to prioritize and multitask; ability to follow through with assigned tasks;

¨       Ability to supervise, schedule and train staff;

¨       Ability to keep accurate records;

¨       Ability to effectively communicate with other staff;

¨       Ability to conduct research;

¨       Ability to maintain confidentiality and accurate records;

¨       Ability to develop, implement, prioritize, and coordinate program-related activities;

¨       Ability to operate relevant computer systems, including hardware and software;

¨       Knowledge of fundamental accounting principles;

¨       Strong writing skills.

 

PHYSICAL AND ENVIRONMENTAL CONDITIONS:

Work requires no unusual demand for physical effort.

 

Work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as offices or meeting rooms, e.g., use of safe work place practices with office equipment, and/or avoidance of trips and falls.

 

COMPENSATION/BENEFITS:

Hiring Salary:  Currently $30,035 annually, effective July 01, 2006 salary will be $33,634. 

FLSA: Non-Exempt
