Commissioners of St. Mary's County

The legislative and executive functions of the county government are administered by the Commissioners of St. Mary's County. The Commissioners of St. Mary's County consist of five members who are elected to four-year terms - a president and four district commissioners. All five members are elected at large by voters in the entire county, though the district commissioners must reside in the district they represent.

James R. Guy
President
Mr. James "Randy" Guy is serving his second term as Commissioner President of the Commissioners of St. Mary’s County. He was born in Leonardtown, Maryland and graduated with a degree in transportation and traffic management from the Community College of the Air Force.Read more >>
Eric Colvin
First District
Eric Colvin is a first-term commissioner representing District 1. He was born and raised in Leonardtown MD, attending Leonardtown Elementary, Middle, and High Schools. He graduated Summa Cum Laude with Bellavance Honors from Salisbury University with dual majors in Political Science and History and a minor in Marketing.Read more >>
Michael L. Hewitt
Second District
Michael L. Hewitt is serving his second term as a Commissioner of St Mary’s County. He represents Commissioner District 2, the Hollywood-Leonardtown area. He was born in Maine and moved with his family to St Mary’s County in 1963. He attended St Michael’s Elementary school in Ridge and later Esperanza Middle school and Great Mills High school. He’s also a graduate of St Mary’s College of Maryland.Read more >>
John E. O'Connor
Third District
John O'Connor is in his second term representing Commissioner District 3 (Charlotte Hall, Mechanicsville, Golden Beach and the Seventh District). He was raised on Long Island, New York, where he was raised in a culture of public service as his family has served the NYPD for several generations. He currently resides in Mechanicsville with his wife Elizabeth and son John Edward II.Read more >>
Todd B. Morgan
Fourth District
Todd B. Morgan is serving third term as a Commissioner of St. Mary’s County. He moved to St. Mary’s County in 1979 following college graduation. Morgan earned a BS in Business Administration (Finance) from Susquehanna University. He later earned a Masters of Business Administration (MBA) Degree from Marshall University.Read more >>

In 1634, a group of courageous voyagers traveled from their homes in England in pursuit of a new land. They landed on an island in the Potomac River with a prayer of thanks for their safe journey. St. Clement's Island is a landmark in the history of Maryland. It was here the adventurers took possession of the colony and the first Roman Catholic Mass in the English speaking colonies was offered.

Today, St. Mary's County is home to the Naval Air Station Patuxent River. Major tenant commands include the Naval Air Systems Command Headquarters (NAVAIR), Naval Air Warfare Center-Aircraft Division (NAWCAD), and many other tenant activities known as leaders in aviation and advanced technology.
